What is Redevelopment?

 

 

 

 

Redevelopment is one of Fresno 's most effective ways to breathe new life into deteriorated and blighted areas plagued by a variety of social, physical, environmental, and economic conditions which act as a barrier to new investment by private enterprise. Redevelopment, under the California Community Redevelopment Law, is one of the last available processes which has the authority, scope, and financial means to provide the necessary stimulus to reverse deteriorating trends, remedy blight, and create a new image for communities.

In April of 1997, the Redevelopment Agency of the City of Fresno (Agency) adopted new by-laws and entered into a cooperative agreement with the City of Fresno in order to establish a new Agency with a focused mission for urban renewal. The Agency under the control of the local governing body which is the Fresno City Council carries out the day-to-day operations of its redevelopment plans.

Today, the Agency is working on over 20 concurrent projects with over a half-billion dollars devoted to downtown Fresno, and is committed to achieving their success. The Agency and other community-based organizations in concert with City staff and civic leaders are moving toward fulfilling the collective vision of a vital, thriving Downtown Fresno for today and future generations.


Community-Wide Benefits

There are many community-wide benefits of redevelopment. The positive effects of redevelopment not only serve the immediate area, but also extend outside the project area. These community-wide benefits often include the following :

  • Job opportunities (retail, service, office, entertainment & manufacturing jobs);
  • Construction jobs created by new development & the re-modeling of existing buildings;
  • New cultural, shopping, entertainment & recreational opportunities;
  • More dollars flowing into the city & county budgets as a result of redevelopment activities (sales tax, hotel tax & utility tax revenues) in order to provide greater public safety & services;
  • Reversal of the financial drain of the blighted area into a positive financial asset;
  • Positive Image Building - a community is judged by its core;
  • Better use of existing infrastructure. Taxpayers have already paid for water, sewer and roads; downtown renewal brings better uses;
  • Stopping the spread of deterioration & blight;
  • Improving the safety & environment of adjacent areas;
  • Tax dollars are no longer diverted to meet the demands of a decaying area; and,
  • The restoration of community pride.
